Help on developing a Mutants & Masterminds 2e campaign setting...

Hi everyone,

I'm working on setting up a Mutants & Masterminds campaign... and its going to be set in a modified version of the Freedom City Campaign that was put out. The changes are basically some of the characters & locations from Marvel (including Ultimate Marvel) and DC (and their imprints they've bought) Universes... also will include the Kingdom of Thule (and it's ruler Kreuzritter) from the Silver Age Sentinels RPG.

I'm looking for players & moderators... who would be willing to help select the elements of DC & Marvel to incorporate into the universe (including HOW to incorporate them into the Freedom City Universe).

Perhaps the biggest changes in this setting is that the Freedom City timeline has been pushed up, with the Terminus Invasion and the Death of the Centurion happening in 2001… followed very closely by the September 11th Terrorist attacks on the World Trade Centre and the Pentagon. This also includes a few iconic characters and places from Marvel and DC Comics into the universe mix alongside with a few from the Silver Age Sentinels (Kreuzritter & his Kingdom of Thüle). This has been done to incorporate a lot more Villains into the mix. But these are not the actual versions of these well-known characters… but duplicates who have grown up and developed in this world… and are integral in the way this world has grown and shaped itself.

SHIELD (Strategic Homeland Intervention, Enforcement & Logistics Department) is part of the United States Executive Branch, and deals with those threats that are too big for the police and the US Military are not allowed by the Potis Comitatus Act to intervene in. Namely, dealing with extra-terrestrial, meta-human and trans-dimensional threats. It includes several of the DC Universe agencies into its frame work.

The Atlantean Empire is composed of a loose alliance of city-states founded by the surviving members of Atlantis who became capable of living under the oceans… be they blue skinned, green skinned, pink skinned or even look like the classical merman/mermaid from mythology. How they adapted to their situation for the most part dictates how they appear as well as their origins. Each of the major Imperial Atlantean City-States are ruled by various monarchies and focus heavily on the needs of their own people and for the most part remain aloof and isolate themselves from the outside world.

The Department of Meta-Human Affairs was originally the Office of Meta-Human Affairs and had been part of the Executive Branch of the government that acted as advisors to the President of the United States… The Department of Meta-Human Affairs was created to handle a wide range of issues dealing with Meta-Humans in the United States, and during the Bush Administration was remarked to have been instrumental in improving public acceptance of meta-Humans. Much of this came from the DMHA organizing groups of meta-human volunteers in providing help and support during natural disasters and other community improvement events. But shortly after his election, President Obama was able to get the long proposed Meta-Human Registration Act that would allow the Federal Government to federalize all Meta-Humans into government service passed during his first 100 Days in office. While the MHRA was struck down by the United States Supreme Court six months later… it has caused a lot of problems for the United States Meta-Human Community, and set things back to pre-2001 levels due to the backlash of many meta-Humans and government watchdogs against the Act.

The Watchers: The Watchers oversee, observe and study each of the various civilizations throughout the Universe… they have counterparts in all dimensions and while they do defer to the authority of the Monitors, they do communicate with their other dimensional counterparts. 

The Monitors: The Monitors oversee the entire dimension in a manner similar to the Watchers who observe and watch the various civilizations within the universe…


Here is a very different take on Iron Man...

Iron Man I (Anthony Edward Stark I), Battlesuit (PLxx): Anthony Edward 'Tony' Stark I became the first Iron Man after suffering severe injuries in 1962, during a visit to Vietnam to assist in the training of personnel in the use of a series of new weapons that he had designed for the US Army to use in the fight against Communism in the jungles of Southeast Asia. Anthony Stark I was an amazing businessman who stood up as a bulwark against corporate corruption, and helped the United States maintain the technological edge over the Soviet Union that would eventually lead to the collapse of Soviet state and end of the Cold War. Anthony 'Tony' Stark I retired in 1984 and turned over the identity as the first Ironman and position as President & CEO of Star Industries over to his son Anthony Edward 'Tony' Stark II.

Iron Man II (Anthony Edward Stark II, deceased), Battlesuit (PLxx): In 1984 Anthony Edward 'Tony' Stark II assumed the mantle as the second Ironman in 1984 when his father retired from wearing the battlesuit, and allowed him to become the new mascot for Stark International. He assumed the duties as the President & CEO of Stark International in 1994, and he started to become even more publicly known than his father for his philanthropic activities. His work with fundraising for the Maria Stark Foundation and other charities had became newsworthy events, as did his well known womanizing and battle with alcoholism. He and his ex-wife had ended their marriage in the early-1990s over his alcoholism... triggering his decent into self-destructive behavior, such as his being seen with starlets on each arm at the most stylish of parties in Hollywood and New York City. This behavior had finally stopped in 2000 after his father and children had used their influence to pull an intervention, and got him into rehab. Tony Stark II had decided to retire the Ironman armor... but when the Terminus Invasion happened, he donned the armor one last time and flew into battle to fight alongside the Centurion in Freedom City. Tony Stark II died from injuries fighting against the Terminus invasion in 2001, leaving Stark Industries and all of its subsidiaries once more under the control of his father. The elder Stark oversaw the company until his grandchildren turned 23 years old, and decided to give each one different aspects of the Stark conglomerate as a whole since he felt that this would be a fair and equitable since the two each had different strengths and weaknesses. He gave Tony Stark III control over Stark Enterprises, since they were more focused towards civilian technology... and he gave Toni Stark control over Stark Industries since they were more focused towards civilian technology.

Iron Man III (Anthony Edward 'Tony' Stark III), Battlesuit (PL10): Tony Stark III is the President & CEO of Stark Enterprises and has become known as being a philanthropist cut from the same cloth as Bruce Wayne. 

Iron Maiden (Antoinette Edwina 'Toni' Stark), Battlesuit (PL10): Toni Stark is the President & CEO of Star Industries, who has become known as being one of the most canny minds in business as well as being a leading industrialist and philanthropist. While her philanthropic endeavors have not been as well known as her brother's, she and her company have provided a great deal of resources to the Maria Stark Foundation as well as covertly founding the Loving Hearts Foundation since she wishes to draw attention away from her efforts so that the focus can remain on the good that the foundation is doing.
 

Tony Stark III (Iron Man III) and Toni Stark (Iron Maiden) are the fraternal twins of the second Iron Man (Tony Stark II), and inherited not only their father's business sense… but his remarkable technological genius. To many, it is as if the twins were born with an even greater intellect, and have been able to develop even greater technological advances than their father or grandfather had thought possible. Only a very few know that this is due to genetic fluke that caused the additional growth of neural tissue throughout their bodies that has greatly augmented their already exceptional intelligences.

Tony Stark III inherited the control of Stark Enterprises whom focused heavily on civilian technology, while Toni Stark had inherited control over Stark Industries that had focused heavily on military technology. 

Tony Stark III has increased the investments started by his father with such organizations as the Maria Stark Foundation, and has founded new international charities that focus heavily on assisting in helping people in those war torn areas of the world that had been greatly effected by the weapons of Stark Industries. Over the past three years the Stark Twins have proven themselves to be excellent heads of their respective businesses.


Atlantis

Imperial Atlantean Union (aka Atlantean Empire): The Imperial Atlantean Union is a federal monarchist republic that has slowly started to congeal in the aftermath of the Second World War. Both of the great Atlantean cities of Neptuneis and Poseidonis have endured to this day despite the various conflicts they have suffered, and the rise and fall of ruling dynasties within their domains for millennia since their sinking. Until recently, Poseidonis was a separate kingdom… but over the past sixty six years the Atlantean states have slowly become one single nation consisting of many confederate states. This was prompted by the Second World War and the fact that the Kingdom of Poseidonis had been taken over by a group of fascist leaders inspired by the propaganda of the ruling Nazi Party of Germany in the 1930s. The Poseidonis Royal family had been placed under house arrest by the cabal of leaders, and the state fought along the side of the Axis powers. By 1943, the ruling cabal was overthrown with the help of the other Atlantean peoples who restored the rightful rulers who brought their nation into the Allied United Nations. The biggest Atlantean Kingdoms are Poseidonis, Neptuneis, Tritonis, and of course the recently rebuilt capitol of Atlantis. Each of the city-states were named for the Sea Deities whom have come to act as their patrons. Ironically enough each of the three major Atlantean cities is ruled by Royal families whom are descended from the rulers of the ancient nation of Atlantis. And it is from these three states that candidates for the position as High King are nominated for election, once they are elected they abdicate their throne and pass it on to their heir. Their first official duty is to select their Prime Minister and the official Atlantean Ambassador to the United Nations.

Atlantean Imperial City of Atlantis, Atlantean Continental Plato, Atlantic Ocean: Atlantis is populated by the many races of the submarine world. The Imperial Atlantean Union is ruled by Blue Atlantean High King <> XVI with Triton Prince <> IX as the Imperial Prime Minister, and represented in the United Nations by the Pink Atlantean Prince <> IV.

Atlantean Royal City of Poseidonis, Atlantean Continental Plato, Atlantic Ocean: One of the two surviving great domed cities of the fabled sunken continent of Atlantis. In the aftermath of the sinking of the continent of Atlantis, the Atlantean people were split in two factions that were based on their status as air breathers or water breathers. Due to this schism the pink-skinned air breathing Atlanteans chose to reside in the city of Poseidonis, while the blue-skinned water-breathing Atlaneteans chose to reside in Neptuneis. This was primarily due to the fact that Poseidonis had originally survived the legendary sinking of Atlantis with its protective city dome completely intact. The city dome has protected the city’s inhabitants for almost three thousand years, but the people of Poseidonis chose to eventually use their advanced science to allow themselves to adapt to life underwater while retaining their ability to breathe air instead of using the methods that had been used to create the water breathing blue-skinned Atlanteans. Poseidonis is ruled by King Orin II aka "Arthur Joseph Curry"

Atlantean Royal City of Neputinis, Atlantean Continental Plato, Atlantic Ocean: Neputinis is ruled by the Blue Atlantean-Human hybrid King Namor.

Red Tide I (<name> of <Atlantean state>), Atlantean (PL10): The first Red Tide was an Atlantean outcast who had adopted the Communist Ideology, and worked with the Soviet Union during the Cold War. And after the end of the Second World War his Soviet Allies provided resources that he used to take cover the Atlantean City-State of <> and its satellite states located in the Pacific Ocean, and turning it into a bastion of Communism among the Imperial Atlantean Union (and had been the source of much of the advanced Atlantean & Deviant technology that found its way into the hands of the Soviet Union). After the fall of the Iron Curtain and total collapse of the Soviet Union, the first Red Tide was devastated… but as a true believer in the communist ideology he became a reactionary and withdrew his state from the Imperial Atlantean Union and started to only trade with other communist and socialist states around the world.
Red Tide II (<name> of <Atlantean state>), Atlantean (PL10): The second Red Tide is the only child of <>, the first Red Tide… and was raised from birth to take up their father's legacy as the Champion of all of the Atlantean people oppressed by the various monarchies and capitalist city-states of the Imperial Atlantean Union. 


 
Mu: The former continent of Mu was located between Japan and Hawaii. The submarine culture of Mu and Lemuria is populated by the Green Atlanteans as well as the mermen & mermaids of mythology.

The Naacal: The Naacal is the culture that had been the original inhabitants of the continent of Lemuria.

Wonder Woman & Paradise Island

Matriarchy of Themyscira (aka Paradise Island): The home of the Amazons, Themyscira is actually three different places, settled by the warrior women in different millennia. The first Themyscira was a beautiful walled city which first served as their base to spread the goddesses message of wisdom and peace to mankind and then as their refuge from mankind's evils. When the tribe was split, the faction led by Queen Hippolyta was relocated by the Olympian gods to an island which they named in memory of their old city. In time (over the course of almost 3,000 years living here) the Amazons have made the island truly beautiful, and it has since become known also as Paradise Island by those very few visitors form the outside world. Themiscrya has two Queens, two Crown Princesses (the heir apparent for each queen) and ten Princesses (possible candidates for the position as Queen or Crown Princess).  The Queens Council is composed of the wisest and most well respected Amazonian women, be they healers, sorceresses, scholars or warriors. They are also responsible for electing the Amazon whom will be one of the two queens of the Amazon Matriarchy of Themiscrya.
The current rulers of Themyscira are Queen Hippolyta and Queen <>.

Wonder Woman I (Queen Hippolyta of Themyscira, aka "<>"), Amazon Warrior Queen (PL): Queen Hippolyta of Themyscira acted as the official ambassador to the Patriarch’s world during the Second World War after the accidental arrival of US Army Air Force Major Steve Trevor. Instead of sending an ambassador to the fledgling United Nations organization at the end of the Second World War, Queen Hippolyta returned to Themyscira and resumed the island nation’s isolationist policies.

Wonder Woman II (Crown Princess Diana of Themyscira, aka "Diana Prince"), Amazon Warrior (PL): Despite her mother’s best efforts Crown Princess Diana of Themyscira was chosen to act as the Amazon nation’s official ambassador to the Patriarch’s world, and as the second Wonder Woman after the Queens Council voted on what to do when an experimental American jet aircraft crashed on the island. Accompanying Princess Diana was Princess Donna who assisted Wonder Woman as the first Wonder Girl, and Princess <name> who became the official ambassador of Themyscira to the United Nations.

Timeline (work in progress)

The Pulp Age (1920-1938):

During the horrific depression of the 1920s, Europe started to see the emergence of meta-humans that were brought upon by the abject poverty and chaotic conditions that caused the activation of the meta-gene. This caused many doctors and scientists to research the causes of these breakouts, and one of the leading men who first postulated the causes also dubbed the men and women with such amazing powers and abilities that broke the laws of physics Meta-Humans was the Jewish German Scientist, DR Josef Reinstein.

DR Josef Reinstein postulated that the heroes and demi-gods of legend where in fact meta-humans, and that meta-humans was a survival mechanism developed by the Human race as a whole to protect them from grave threats that could not normally be solved any other way. He further stated that meta-humans would appear because quite simply That heroes will always appear in their hour of greatest need, and that due to the horrible social and civil conditions that where on the rise around the world combined with the expanding growth in population… that reasoned that more and more meta-humans would appear with an increase in their level of power and abilities.

During what historians would call the Pulp Age, the majority of meta-humans (commonly called Mystery Men by the newspapers) were only slightly more than human with amazing gifts and powers… such as Doc Savage (the Man of Bronze) and the mysterious Shadow. But as the decade progressed their powers and abilities started to increase and become more and more outside the bounds of normal human capacity. Thus prompting more and more interest in trying to find out just what caused the appearance of Meta-Humans… and if it could be harnessed. 

Throughout the later half of the 1920s and early 1930s, DR Josef Reinstein would continue to expand upon his theories on the nature of meta-humans during his research in an attempt to better understand the phenomena and possibly trigger the breakout event to create new meta-humans. In fact his exceptionally well-known work received financing and support from benefactors from around the world, including many other scientists who wished to work with him. But the growing rise of the National Socialists in Germany caused much fear and trepidation in DR Josef Reinstein, especially when one of his protégées (DR Arnim Zola) started to espouse the possibility that meta-humans were somehow part of the Ayran Master Race that the Nazi preached about. This caused DR Josef Reinstein so much fear that he was chose to fake his death with the help of some of his colleagues in Great Britain, who helped smuggle him and some of his notes out of Germany to the United States via Canada in 1934 in the aftermath of the "Knight of the Long Knives" (German: "Naht der langen Messer").


The Golden Age (1938-1950):

On June 1938, perhaps the most famous and powerful meta-humans made his first appearance by stopping a bank robbery who was to become known as the Centurion.

On 12 November 1938, days after "Kristallnacht" (aka "Crystal Night" or "The Night of Broken Glass") in Nazi Germany and Austria… a group of representatives of the leaders of the United States and Great Britain approached DR Josef Reinstein (now known as Professor Abraham Erskine) and asked him to head up what would become known as Project Rebirth (the precursor to the Weapons Plus Program) to come up with a way to adapt the procedures that where used by Nazi Germany and its allies to create meta-human super-soldiers. Professor Erskine was appalled by the concept, but after being informed that the Axis powers had been using his research to create the initial serum, he relented and threw himself into the project.

By late-1939/early-1940 Professor Erskine had created the prototype of the super-soldier serum and needed a human test subject, and when he did not like subjects that the military provided he started to look elsewhere and found a Fine Arts student who had been found unfit for service, but was desperate to find a way to serve his country… and thus he came to chose Steven Grant 'Steve' Rogers to be the initial test subject, much to the displeasure of US Army General Chester Phillips.

But when the serum worked, and Steve Rogers was transformed into the first allied meta-human super-soldier who would become known as "Captain America"… Rogers was granted enhanced stamina & endurance, exceptional agility & dexterity, amazing regenerative capabilities, immunities to poisons & diseases, each of his senses where enhanced to maximum human potential, and most spectacularly the meta-human ability to lift 2.5-tons.

To make sure that the serum would work on other subjects, the second person to test the serum was a US Army officer named Clinton McIntyre. Due to his already apparent good health and physical conditioning McIntyre was at first seen as an even greater success. His physical meta-human capabilities not only matched those of Rogers, they exceeded them! His strength was more than triple that of Rogers when he was able to lift 10-tons. Plans were underway to unveil him as America's first super-soldier under the codename "Major Victory", but unfortunately this was not to be due to an unforeseen physical reaction to the serum that caused McIntyre to become mentally unstable... a severe increase in his mental state that was compounded by an undiagnosed propensity for violence and rage that triggered a rampage after the leaders of Project Rebirth chose to go with Rogers being unveiled as the first of America's meta-human super-soldiers.

McIntyre's rampage through New York City was stopped by Rogers, in what would become his first appearance as Captain America. The Roosevelt Administration was able to turn Rogers as Captain America in a recruiting symbol thanks to how well he was able to deal with what the papers dubbed "Major Disaster" (a name that would go on to classify Clinton McIntyre) by causing him to be frozen in a block of ice with the aid of cryonics researcher DR Victor Fries (during the Iron Age, Clinton McIntyre's frozen body would be thawed out by agents of <HIVE> in an attempt to get a sample of his blood… but just like Steve Rogers, he was revived from his cryogenic sleep to which he promptly escaped and found himself a man out of time).

Ironically, DR Victor Fries own grandson would continue his research and tragically be transformed into the meta-human costumed criminal "Mr. Freeze" and come into conflict against the costumed detective & Dark Knight of Gotham City… the Batman (Bruce Wayne).

During research into why McIntyre had been such a colossal failure, Professor Erskine was able to discover the presence of something that he would call the meta-gene. And that while both Rogers and McIntyre possessed the meta-gene, McIntyre's meta-gene was very different from Rogers. Using this data, Project Rebirth started searching through the thousands of volunteers for the right 'type' of meta-gene… and working with psychologists who put the volunteers through a tough battery of tests that ended with the personal interview with Professor Erskine himself, was 180 men and women selected for the second stage of the project by mid-1941.

Wonder Woman I (Queen Hippolyta of Themyscira aka "<>") joins the Justice Society of America and volunteers to fight alongside Captain America I (Steven Grant 'Steve' Rogers) in the European Theater with the allied meta-human super-soldier unit 'The Invaders'.


The Silver Age (1950-1970):

At some point during the mid-1960s, the Kryptonian city of Kandor was abducted by Brainiac, who used a miniaturization device to store the city along with other examples of each of the civilizations he had encountered; the inhabitants of Kandro would later be augmented with the integration of survivors of Argo City.

In 1968, Alexander Joseph 'Lex' Luthor and Lena Luthor are born to Lionel and Letitia Luthor.

The Bronze Age (1970-1990):

At some point in Earth year 1978, Kryptonian scientist Jor-EL and his wife Lara Lor-Van launch their infant son Kal-EL in an experimental rocketship that Jor-EL had invented to safety as their home planet is closely consumed by a catastrophe. The small spacecraft carrying the infant Kal-EL crash lands in one of the fields of the Kent Farm located in Smallville, Kansas during the Great Blizzard of 1978, he is discovered and adopted by Jonathan & Kent who name him Clark Joseph Jeremiah Kent.

In 1986, an eight year old Bruce Wayne witnessed the brutal murders of his parents before his eyes. DR Thomas and Martha Wayne were walking home from the theater one night with their young son when they were held up at gunpoint by a mugger whom had leapt from the shadows of Park Row and assaulted them, demanding money. Thomas tried to fight back, but the mugger shot him directly in the chest, killing him. He then turned his gun on Martha and viciously ended her life as well. Bruce Wayne stared on in horror, as his parents lay dead beside him. The killer then turned on his heel and ran from the alleyway. Fortunately, medical doctor and social worker DR Leslie Thompkins was available to give loving comfort to the traumatized Bruce. He would then be raised at Wayne Manor by the family butler, Alfred Pennyworth and educated by some of the finest tutors available. Bruce made a graveside promise that he would bring the lowly killer to justice and avenge their deaths.

The Iron Age (1990-2001):

The Iron Age was punctuated by brutality and violence, and was thankfully a short and dark time in the annals of Meta-Humans. So much so that many commentators on meta-human activities have often times referred to it as the Dark Age. It is during this period that many cities such as Freedom City and Gotham City had passed local laws that had outlawed both costume vigilantes and Meta-Humans living or operating in their cities. And many of these cities became rife with corruption and violent street crimes that spiraled out of control throughout what many also call the decade of Greed and Deceit.

In 1992, the fourteen year old Bruce Wayne begins a global sojourn so he could attend classes at Cambridge, the Sorbonne and several other famous European universities. Over the next six years he would focus on learning all of the skills that would later serve him exceptionally well in his costumed identity as the Batman.

In the mid-1990s US Army Special Forces Sergeant First Class Slade Joseph Wilson volunteers to test a new version of the World War Two-era super-soldier serum that at first appears to be an abject failure causing what appeared to be serious dehabilitating side effects, but will slowly grant him the standard powers of a meta-human super-soldier… with enhanced mental and intellectual capabilities that he will use to create for himself the identity of the meta-human costumed mercenary known as "Deathstroke the Terminator" after he is given a medical discharge from the US Army and placed on full disability. Wilson's desire to continue to serve his country prompted him to become a mercenary and take jobs for the American intelligence community all across the world, but later he started to take jobs for other interests as well.

In 1998, 20 year old Bruce Wayne attempts to join the FBI… but he learns that it would be impossible to fight crime and evil within the legal system. This prompts Bruce Wayne to return to Gotham City where he started to establish several cover identities that would lead up to his creation of the costumed vigilante known as the Batman in mid-1999. In mid-2000 Alexander Joseph 'Lex' Luthor engages in a hostile takeover of Luthor Corporation and forces his father out of the position as President & CEO in retaliation for having insulting him with only giving him LexCorp instead of entrusting him with a powerful position in Luthor Corporation. The Modern Age (2001-Pres.):

The Modern Age started with the Terminus Invasion and the September 11th Terrorist Attacks on the World Trade Centre and Pentagon.

The Terminus Invasion ended with the death of the Centurion after his one-on-one fight with Lord Omega that had forced the forces of the Terminus to withdraw from our reality. 

The aftermath of the Terminus Invasion and September 11th Terror Attacks saw a major change in the American Psyche when it came to their meta-Human population… for the most part, they where no longer feared and despised by the general public. Especially after groups like the Brotherhood of Mutants had actually helped stop the forces of Terminus during their invasion of Metropolis, and Freedom City… and actually stayed to help New York City recover after the September 11th Attack on the World Trade Centre.

Not long after the Terminus Invasion, a group of meta-humans came together in Metropolis to create The Justice League of America, and they based their group charter upon the ideals that had been established and championed by the Golden Age team known as the Justice Society of America… an act that greatly mirrored the establishment of the Freedom League next door in Freedom City. The founding members of the Justice League of America was; Batman (Bruce Wayne), Superman (Kal-EL aka Clark Joseph Kent), Wonder Woman (Princess Diana of Themyscira aka Diana Prince), Green Lantern (Hal Jordon), Martian Manhunter (aka John Jones), Green Arrow (), Black Canary (), Hawkman (), Zatanna (), and Aquaman ().

The sidekicks of the founding members of the Justice League also establish their own team, the Teen Titans. The Teen Titans are composed of; Robin I (), Speedy (), Wonder Girl I (), Aqualad () and Hawkgirl ().

During the Global War on Terror, the United States created two new Executive Branch departments… the Department of Homeland Security and the Department of Meta-Human Affairs (expanded from the Office of Meta-Human Affairs). The Department of Meta-Human Affairs was originally the Office of Meta-Human Affairs and had been part of the Executive Branch of the government that acted as advisors to the President of the United States… The Department of Meta-Human Affairs was created to handle a wide range of issues dealing with Meta-Humans in the United States, and during the Bush Administration was remarked to have been instrumental in improving public acceptance of meta-Humans. Much of this came from the DMHA organizing groups of meta-human volunteers in providing help and support during natural disasters and other community improvement events.

Early in 2005, a group of far left-leaning costumed meta-human adventurers calling that had been known as heroes called The Authority attempt to overthrow George W. Bush after he won reelection when the Avengers and Justice League of America were off-world dealing with a crisis and SHIELD was focused on other problems that had been engineered by them to provide distractions. The Authority launched their coup d’état, but they where stopped by a group of older veteran meta-humans who came out of retirement and dealt with them without anyone being the wiser of their actions.

While the disappearance and deaths of the members of The Authority has been commented upon by many left-leaning commentators in the blogosphere, who started the various conspiracies that the Bush Administration had used a SHIELD Black Ops team to assassinate and murder the various activists that made up the majority of the group who had been very vocal in their opposition to the Administration and its policies. These conspiracies have continued despite the appearance of the Engineer and Swift on other teams, and they have all been ironically portrayed as having turned Judas on The Authority and helped the Bush Administration kill their former teammates.

Due to the fact that this attempt had been stopped by a group of retired meta-humans thanks to the defection of both the Engineer and Swift allowed them to get the upper hand and stop an action that could have easily spelled an end to the Republic… that saw the rebirth of The Liberators. These Liberators had worked together to stand up against a group of meta-humans from attempting to take over the government, and they had been forced to kill several members of the leading members of The Authority. These men and women regretted what they had been forced to do, and took great pains to ensure that the truth of the incident would never get out… since it would have done what they felt would have been irreparable damage to the meta-Human community around the world.

By 2006 most of the founding members of the Teen Titans had grown out of their side-kick stage and assumed costumed identities of their own, thus allowing for a new generation of side-kicks to take their place… thus the membership had changed to Robin III (Tim Drake Wayne), Wonder Girl II (), Starfire (), Raven (Rachel Roth), Beast Boy (Garfield Logan), and Cyborg (). They would be joined later by Terra () and Aquagirl () in 2008, and then by Miss Martian () and Red Devil () in 2010.

In 2007 a group of explorers working for Stark Industries discovered the frozen remains of Captain America, and brought him to the Triskelion… the headquarters of SHIELD at the request of GEN Nick Fury, who hoped that they would be able to extract the super-soldier formula from his remains… only to discover that his body had entered a state of suspended animation. Once he had been revived he was reeducated on who much the world had changed so that he could better fit into the modern world. While SHIELD was finally able to replicate the Super-Soldier Formula they chose not to use it since they had what they had been wanting ever since the death of the Centurion, a symbol for the American People to rally around.

And with Captain America, perhaps one of the greatest heroes of the Second World War, back GEN Fury felt that creating a new batch of super-soldiers was just not cost effective. But he and President George W. Bush did decide that they should hold on to the Super-Soldier Formula just incase it was ever needed if a full-scale war ever broke out again.

Captain America became a founding member of the Avengers, based out of the New York City mansion of Tony Stark… the President and CEO of Stark Industries. The founding members of the Avengers where: Captain America (Steven Grant Rogers), Ironman (Tony Star), Wasp (Janet van Dyne), Thor (Thor Odinson aka "DR Donald Blake, MD"), Scarlet Witch (Wanda Lehnsherr), Quicksilver (Pietro Django Lehnsherr), Hawkeye (Clinton Barton). The Avengers quickly became one of the leading teams of Costumed meta-Humans in the world… rivaling the Justice League of America or even the exploits of the Justice Society of America in short order.

Shortly after assuming office in 2009, President Obama was able to get the long proposed Meta-Human Registration Act that would allow the Federal Government to federalize all meta-Humans into government service passed during his first 100 Days in office. While the MHRA was struck down by the United States Supreme Court six months later… it has caused a lot of problems for the United States Meta-Human Community, and set many things back to pre-2001 levels due to the backlash of many meta-Humans and government watchdogs against the Act. While the plight of the majority of meta-Human mutants is not as bad as the situation they faced pre-2001, it has been greatly weakened by the backlash created from the entire MHRA fiasco. This has seen the rise of problems for Xavier's School for Gifted Youngsters and Xavier's Institute for Higher Learning, both places of learning that had publically admitted that they taught young meta-Human Mutants how to responsibly use their amazing talents and powers. So many problems that Headmaster Duncan Summers (formerly the original Raven) was very pleased that he had kept the special nature of the Claremont Academy secret after he founded the school in the aftermath of the Terminus Invasion.

Shortly after the Supreme Court of the United States had struck down the MHRA, President Obama used an Executive Order to recreate the former United Nations meta-Human team Stormwatch, and placed them directly under the control of the Office of the White House. The Weatherman, the man placed in overall command of Stormwatch, became an unofficial member of the Presidents National Security Council and the Cabinet.


The Meta-Human Registration Act

The Meta-Human Registration Act of 2009 was among the so-called landmark legislation that President Obama stated would fundamentally change the United States of America during his first hundred days in office. The 3000+ page MHRA of 2009 was passed on a strict party-line vote, and saw a group of conservative Democrats in both houses of Congress joining the Republican legislators in their opposition to the passage of the legislation. These men and women had even joined the Republican legislators in getting the Attorney Generals of their states to file lawsuits questioning the constitutionality of the legislation when President Obama signed the Act into law. The worse aspects of the MHRA were not enacted due to the growing public outcry to the draconian measures being enacted against meta-humans who where not even using their exceptional gifts in questionable ways, and most frightening was the fact that the Act federalized all meta-humans into service to the Federal Government. Thankfully the majority of the MHRA was blocked do to injunctions made by Federal Court judges across the country.

The public grew to see the MHRA as a literal 'power grab' being made by the Federal Government due to the Act federalizing meta-humans into service to the Federal Government, and after the rhetoric of the past eight years of those 'activists' whom had been in opposition to the policies of the Administration of George W. Bush during the Global War on Terror… caused many average citizens to see the double-standard among both Progressive activists and mainstream media outlets. Thus the TEA Party protesters were joined by meta-human rights & civil rights activists during their rallies in opposition to the various policies of the Obama Administration they were opposed to, and saw the universal adoption of the same resolution of non-violence that Dr. Martin Luther King Junior had everyone whom joined his Civil Rights moment to affirm and swear to by all participants in the movement.

During the nearly year-long court battle in the federal courts that had finally ended when the case made its way to the Supreme Court who ultimately found the Act as being unconstitutional by a six to three vote. But throughout the court battle, the Obama Administration had been able to implement many of the provisions of the act, such as the registration of all meta-humans & non-human residents of the United States of America. During this period the Obama Administration also created HAMMER, the counterpart of SHIELD whose duties would be focused upon the enforcement of the MHRA and police meta-human threats. SHIELD was forced to turn over all of their Meta-Human Restraint Units (aka "Cape-Killers") to HAMMER despite the strident objections of GEN Nick Fury, whom President Obama had attempted to force to resign his position as the Director of SHIELD.

But when the Supreme Court found the MHRA unconstitutional the point became mute, and HAMMER was brought under the control of the Department of Meta-Human Affairs.

The wording of the American Meta-Human Registration Act of 2009 was based upon the British Super Human Registration Act of 1978 that was championed by Prime Minister Leonard James Callaghan (Baron Callaghan of Cardiff) and the Labour-Liberal Party coalition that controlled the British Parliament at the time. During the four years that the British Super Human Registration Act of 1978 also saw the creation of Super Human Restraint Unit whose mission was to enforce the SHRA throughout the United Kingdom and all of its territories. SHRU developed the nickname of 'Cape-killers' due to their use of excessive force in bringing down non-registered meta-humans, the most highly publicized incident that spelled an end to the SHRA & SHRU occurred when the 'Cape-killers' attacked a secondary school to apprehend a meta-human student whose powers had just emerged and the terrified and confused child was begging for someone to help her. Teachers and fellow students had already calmed the young girl down to await for authorities to arrive and escort her to a training facility, but when the 'Cape-killers' arrived they made a hard entry and started shooting. They attempted to defend their actions with the defense that they believed the child was using two teachers and six students as human shields. The incident (along with many others that came to light because of it) saw the end of the Callaghan government and the repeal of the SHRA along with the British Government paying billions of pounds in reparations to the survivors of those meta-humans it was discovered had been killed under mysterious circumstances.


Sentinels (modern age): A federal government official named Sebastian Gilberti who assembled a group of research scientists and specialists in the robotics field to developed a series of fully autonomous robots that would be capable of dealing with meta-human threats. While the initial robots developed by Bolivar Trask showed exceptional successes throughout the second half of the 1990s, there were many accounts of the Sentinel robots being used by elements in the federal government to hunt down and murder meta-humans whom had been born with an active meta-gene (aka Mutants). Due to the increasing instances of these abuses, one of the first things done by then-President George W. Bush in 2001 was to order that the Sentinel robots to be immediately decommissioned and replaced by a series of specially built battlesuits due to the fact that the weapons and equipment would be under the control of a human operator whom would know the difference in a legal and illegal order. The Sentinel robots had a brief reprieve from decommissioning during the Terminus Invasion, and they were reactivated and sent to Freedom City to help repel the extra-dimensional invasion. The surviving robots had not been destroyed were decommissioned and given to the Smithsonian and Jeffersonian Institutes. Unfortunately, this policy was quietly ended in 2009 by the Obama administration along with the overturning of many other policies enacted during the proceeding administration.

I'm working on putting the setting together, and if you'd like to help me with the background it'll speed everything up. I'm hoping to have all the 'pre-production' stuff done by the end of the month (i'm hoping to have it done sooner). at the moment i'm trying to decide what elements from the Marvel & DCU to import into the Freedom City universe. Putting characters into Golden Age, Silver Age, Bronze Age, Iron Age and Modern Age categories... because i really want to have 'legacies' if players want to create characters 'like' their favorite characters from comic books.

The Stark Family is going to be just like the Wayne family with a history that goes back to the founding of the British Colonies in North America, and establishing a thriving family business that shifted from shipping to manufacturing during the Industrial Revolution. One of the Stark's even was in the Continental Congress in the later half of the American Revolution and later one of the people who signed the Constitution (establishing a connection with the Spaight family and the Legacy of the American Patriot).
 
American industrialist Howard Anthony Stark was the father of Anthony Edward 'Tony' Stark I (the first Ironman), and during the Second World War had turned the Stark fortune into one of the largest and most powerful corporations in the Western World. Stark Industries was one of the companies that President Franklin D. Roosevelt was proud to declare as being the source of all the weapons in the 'Arsenal of Democracy'... during the war Howard Stark developed the first generation of American combat battlesuit power armor that was fielded alongside the combat walkers he had designed to counter some of the high-tech German weapon systems. It was during the years after the war that Stark Industries had grown to become known as Stark International after the expansion of the company into Stark Enterprises and Stark Technologies.
 
Maria Collins Carbonell Stark is the beloved mother of Anthony Edward 'Tony' Stark I, and the namesake of the Maria Stark Foundation... a non-profit charity organization that was created by her husband Howard had created after her tragic death.

Arsenal (Howard Anthony Stark), Inventor (PL10): Howard Anthony Stark was a contemporary of Howard Hughes, and both men lived parallel lives… But where Hughes descended into madness over the years, Stark instead became more and more obsessed with building his company into the Arsenal of Democracy that President Franklin D. Roosevelt had bragged about during the Second World War. During the Second World War, Howard Stark was given the codename "Arsenal" by the Allies… and referred to him exclusively by this codename during the war in an effort to protect him from Axis spies and saboteurs. During the Second World War, Stark was instrumental in the development of allied walking tanks to counter those fielded by the Axis powers in Europe and the Pacific.

Iron Man I (Anthony Edward 'Tony' Stark I), Battlesuit (PL10): Anthony Edward 'Tony' Stark I became the first Iron Man after suffering severe injuries in 1962, during a visit to Vietnam to assist in the training of personnel in the use of a series of new weapons that he had designed for the US Army to use in the fight against Communism in the jungles of Southeast Asia. Howard Stark retired in 1968 and turned the company over to his son, and Anthony Stark I proved himself to be an amazing businessman who stood up as a bulwark against corporate corruption, and helped the United States maintain the technological edge over the Soviet Union that would eventually lead to the collapse of Soviet state and end of the Cold War. Anthony 'Tony' Stark I retired in 1984 and turned over the identity as the first Ironman and position as President & CEO of Star Industries over to his son Anthony Edward 'Tony' Stark II.

Iron Man II (Anthony Edward 'Tony' Stark II, deceased), Battlesuit (PL10): In 1984 Anthony Edward 'Tony' Stark II assumed the mantle as the second Ironman in 1984 when his father retired from wearing the battlesuit, and allowed him to become the new mascot for Stark International. He assumed the duties as the President & CEO of Stark International in 1994, and he started to become even more publicly known than his father for his philanthropic activities. Also after having become the President & CEO Ironman officially became the corporate mascot of Stark International, and was the centerpiece of just how cutting-edge Stark technology was ahead of their competitors. His work with fundraising for the Maria Stark Foundation and other charities had became newsworthy events, as did his well known womanizing and battle with alcoholism. He and his ex-wife had ended their marriage in the early-1990s over his alcoholism... triggering his decent into self-destructive behavior, such as his being seen with starlets on each arm at the most stylish of parties in Hollywood and New York City. This behavior had finally stopped in 2000 after his father and children had used their influence to pull an intervention, and got him into rehab. Tony Stark II had decided to retire the Ironman armor... but when the Terminus Invasion happened, he donned the armor one last time and flew into battle to fight alongside the Centurion in Freedom City. Tony Stark II died from injuries fighting against the Terminus invasion in 2001, leaving Stark Industries and all of its subsidiaries once more under the control of his father. The elder Stark oversaw the company until his grandchildren turned 23 years old, and decided to give each one different aspects of the Stark conglomerate as a whole since he felt that this would be a fair and equitable since the two each had different strengths and weaknesses. He gave Tony Stark III control over Stark Enterprises, since they were more focused towards civilian technology... and he gave Toni Stark control over Stark Industries since they were more focused towards civilian technology.

Iron Man III (Anthony Edward 'Tony' Stark III), Battlesuit (PL10): Tony Stark III is the President & CEO of Stark Enterprises and has become known as being a philanthropist cut from the same cloth as Bruce Wayne. 

Iron Maiden (Antoinette Edwina 'Toni' Stark), Battlesuit (PL10): Toni Stark is the President & CEO of Star Industries, who has become known as being one of the most canny minds in business as well as being a leading industrialist and philanthropist. While her philanthropic endeavors have not been as well known as her brother's, she and her company have provided a great deal of resources to the Maria Stark Foundation as well as covertly founding the Loving Hearts Foundation since she wishes to draw attention away from her efforts so that the focus can remain on the good that the foundation is doing.
 

Tony Stark III (Ironman III) and Toni Stark (Iron Maiden) are the fraternal twins of the second Ironman (Tony Stark II), and inherited not only their father's business sense… but his remarkable technological genius. To many, it is as if the twins were born with an even greater intellect, and have been able to develop even greater technological advances than their father or grandfather had thought possible. Only a very few know that this is due to genetic fluke that caused the additional growth of neural tissue throughout their bodies that has greatly augmented their already exceptional intelligences.

Tony Stark III inherited the control of Stark Enterprises whom focused heavily on civilian technology, while Toni Stark had inherited control over Stark Industries that had focused heavily on military technology. 

Tony Stark III has increased the investments started by his father with such organizations as the Maria Stark Foundation, and has founded new international charities that focus heavily on assisting in helping people in those war torn areas of the world that had been greatly effected by the weapons of Stark Industries. Over the past three years the Stark Twins have proven themselves to be excellent heads of their respective businesses.


Howard Gregory Stark is the younger brother of Anthony Edward 'Tony' Stark II, while his brilliance is not related to making technological breakthroughs... He is known as one of the best business minds in the world, said to be on the same level as Alexander 'Lex' Luthor. Many observers are expecting him to assume the duties as the President & CEO of Stark International when Anthony Edward 'Tony' Stark I once again steps down and goes back into retirement. Presently Gregory Stark is the Owner, President & CEO of Stark Technologies... a company that focuses heavily on the development, manufacture and production of cutting edge computer and artificial intelligence technologies. When Gregory assumes the duties as the President & CEO of Stark International, he will give the company over to his son Morgan in accordance to his father's wishes. 
 
Morgan Anthony Stark is the only son of Gregory Stark, and is the eldest of Gregory's four children. He is known for being an exceptionally gifted computer programmer and researcher in the field of artificial intelligence. He graduated from M.I.T. before his nineteenth birthday with several doctorates in computer technology and artificial intelligence. Stark Technologies.
 
Well the twins both have the extra neurological tissue throughout their bodies that gives them both greater intellect, and when Tony III dons the StarkTech armor as the third Iroman and starts to use Ironman as the Corporate mascot for Stark Enterprises... Toni builds her own version of the StarkTech armor with the appearance of Iron Maiden as the corporate mascot of Stark Industries. Something their grandfather is exceptionally proud of... Toni inherited his political ideology (a staunch capitalist that believes that the more money you make, the more good you do for the country... and the country and people's needs comes ahead of just profits, but if you can make a profit doing what's best for the country and American people... all the better).
 
Tony Stark III is a Republican of the same type as George W. Bush (ie makes a big deal about of being a 'compassionate' conservative) and sees no problems with massive governmental regulations, and actually has publicly championed a lot of the changes that Obama has embarked upon (healthcare reform, financial regulations, ect) while still being opposed to the outright government take-over of so much of private sector.
 
The twins had already created the company Stark Medical & Heathcare, a company that sponsors a network of hospitals & clinics in NY, CA and DE. They have contracts with each state they are located in to provide subsidized healthcare to the citizens. The company also operates a series of medical schools that train doctors, nurses and other medical & healthcare professionals... And the hospitals provide a 'hands on' environment for the education. In fact Tony Stark III had proposed using the kind of system that Stark Medical & Healthcare was built upon to be the kind of thing that the Federal Government could help subsidize to provide healthcare on a much wider scale. Unfortunately, the passage of Obamacare sidetracked the Twins' plans to expand the company country wide by 2011... and greatly effects the lives of all of their employees.
 
Toni Stark is a Conservative Republican of the TEA Party variety. She doesn't make a lot of fuss over who she has helped financially, and established several foundations that she funnels money into local community projects that she wishes to see expanded and become even more successful. But she does her damnedest not to draw attention to the charities she supports in an effort to make sure that the charity does not get overwhelmed and hidden in her 'fame'... she feels that the charity deserves the acclaim and not her.
 
Case in point was when she and her brother worked together to create the company Stark Medical & Healthcare, something that is under their grandfather's umbrella of responsibly as President & CEO of Stark International in 2002. The company was patterned originally on the VA Healthcare system that was adopted in 2001 by the Bush Administration to provide healthcare for their employees... and opened their doors to everyone two years later. A subsidiary of Stark International had built the computer network used by the VA, and this gave them a lot of experience in setting up the system. The improvements they have made on the system network has gone along way in improving efficiency and healthcare that was being provided. Some of the satellite clinics employ Stark Life Model Decoys as part of their staffs to make sure that there would always be 'someone' available with the necessary skills to deal with emergencies.
 
The Republicans offered the Stark Medical & Healthcare model as their counter to the government run Obamacare... And thus one of the reasons why Obamacare is not wanted by many Americans (and the massive decline in Obama's approval ratings).
 
Toni is a lot like the pre-Alcoholism Tony Stark written by Stan 'the man' Lee (back when being a capitalist industrialist was a good thing)... she is a maverick and seen as a possible Republican candidate for president when she turns 35!

I've been playing around making a new splash page for the game... and a few logo strips for the characters. but haven't been able to find a font for "Iron Maiden" yet...



I've been working on the timeline to create a rich background history with characters that have been drawn from DC Comics, Marvel Comics, Ultimate Marvel Line, Image Comics, Aspen Comics, Top Cow Comics, Dark Horse Comics, and Penthouse Comix so that there can be 'legacy' characters for those who want to play them.
